Police Beat: Transient prefers paper over plastic

A 21-year-old transient man was arrested on a charge of possession of marijuana near the 700 block of South Mill Avenue. Police allegedly saw another person hand him a piece of paper. Police contacted him and asked what was in the piece of paper. He opened the paper and a green leafy substance, believed to be marijuana, fell to the ground.
